The National Weather Service in Taunton, MA has issued a
* Flood Warning for
the Merrimack River at Lowell.
* From this afternoon to Tuesday evening... or until the warning is
cancelled.
* At 5:30 am Monday the stage was 49.8 feet.
* Minor flooding is forecast.
* Flood stage is 52.0 feet.
* Forecast... rise above flood stage by late this afternoon and
continue to rise to near 52.5 feet by after midnight tonight. The
river will fall below flood stage by tomorrow afternoon.
* Impact... at 52.0 feet... lowland flooding is likely along the
Merrimack River. Most of the impact will be felt by businesses
and Mills where basement flooding is likely.

* at 512 am EDT many small to medium streams remained in flood or
were still approaching flood across central and eastern
Massachusetts as well as portions of Rhode Island. Another inch with
locally up to 1.5 inches is expected to fall across the warning area
today. That will exacerbate existing flooding and cause many streams
to remain above their banks through much of the day.
In northeast Massachusetts... moderate to major flooding is occurring
or expected to occur along stretches of the Ipswich and aberjona
rivers. The Muddy river in Boston is expected to fluctuate near its
flood stage through this morning. The Parker river in Essex County
is also in flood as are the wading... Segreganset... Jones... Indian
Head and old swamp rivers in southeast Massachusetts. The Taunton
river at Bridgewater will likely reach flood stage later today.
A Flood Warning means that flooding is imminent or has been reported.
Due to additional rainfall... some small streams may have multiple
crests.
Do not drive your vehicle into areas where the water covers the
roadway... including underpasses. The water may be too deep to allow
vehicles to cross safely... or the roadway may be undermined. Turn
around... Don/T drown.

* Moderate flooding is occurring and major flooding is forecast.

The Flood Warning continues for
the Spicket River near Methuen.
* Until further notice... or until the warning is cancelled.
* At 4:00 am Monday the stage was 8.3 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Flood stage is 8.0 feet.
* Impact... at 9.0 feet... floodwaters are expected to block low lying
roadways in Salem... Methuen and Lawrence... including some area
homes and businesses. Flooded roads include Erving Avenue in
Lawrence... and Hampshire Road in Salem.

... Coastal Flood Warning in effect from 10 am this morning to
2 PM EDT this afternoon...
... Coastal Flood Advisory is cancelled...
The National Weather Service in Taunton has upgraded the coastal
Flood Advisory to a coastal Flood Warning... which is in effect from
10 am this morning to 2 PM EDT this afternoon. A coastal Flood
Advisory may need to be issued for the following high tide near
midnight tonight.
A powerful noreaster will bring widespread minor coastal flooding...
with areas of moderate coastal flooding... to the East Coast of
Massachusetts from Newburyport to Plymouth for the midday high tide.
Additional minor coastal flooding is likely at the high tide near
midnight tonight.
Despite low astronomical tides... a persistent and strong northeast
wind will result in a storm surge of 2.0 to 2.5 feet around noon
today with waves of 15 to 25 feet pounding the eastern Massachusetts
coast. Numerous vulnerable shore roads may become impassable between
11 am and 1 PM. Powerful waves hitting the coastline will throw sand
and stones onto shore roads and cause moderate to severe beach
erosion in some locations.
Runoff from heavy rain will have trouble draining against the ocean
storm surge and thus may exacerbate Road and basement flooding from
Scituate through Quincy and Boston northward to Newburyport. This
will likely force some of the heavy urban rainfall runoff to back up
onto a few city streets.
Pockets of substantial beach erosion will occur through tonight.
Precautionary/preparedness actions...
A coastal Flood Warning is issued when at least moderate coastal
flooding is likely. Moderate coastal flooding produces widespread flooding
of vulnerable shore roads and/or basements due to the height of the storm
tide and/or wave action. Numerous Road closures are likely. Lives may
be at risk for people who put themselves in harms way... especially
putting themselves too close to the wave action. People have lost
their lives by underestimating the power of waves crashing onto rocks
and sea walls. Isolated structural damage may also be observed with
moderate coastal flooding.
All tide heights are relative to mean lower low water.
Time of high total tides are approximate to the nearest hour.

* Through Monday evening
* even though the heaviest rain has fallen during the past 24 to 36
hours... moderate to occasionally heavy rain tonight through Monday
evening will continue to send runoff into rivers and streams.
Rainfall totals of 4 to 8 inches are expected by Monday evening...
the highest totals since the may 2006 rainfall event.
* In addition to significant urban and poor drainage flooding... many
small streams will rise out of their banks through Monday evening
due to additional runoff. Some larger rivers... which normally take
longer to respond to heavy rain... will rise out of their banks as
well. The most vulnerable locations include rivers in the Merrimack
basin of northeast Massachusetts and southwest New Hampshire. Some
tidal piling near the mouth of the Merrimack will exascerbate
flooding. Other areas of concern include the shawsheen at Maynard
and assabet at Maynard... Blackstone and Pawtuxet rivers in south
central Massachusetts and Rhode Island where moderate to major
flooding is forecast.
The Flood Watch has been issued to indicate the impact of prolonged
flooding in these areas due to continued runoff. This includes flooding
of basements... storm drains and catch basins. In addition the
combination of strong winds and heavy rainfall will cause some scattered
power outages as well as interruption to travel.
Precautionary/preparedness actions...
A Flood Watch means there is a potential for flooding based on
current forecasts.
You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

A Wind Advisory remains in effect until 8 PM EDT this evening.
Northeast winds of 25 to 35 mph are expected today with gusts up to
50 mph possible near the coast. The strongest winds will be focused
from Boston to the North Shore then expand south across Plymouth
County today.
These strong winds may persist into this evening... especially across
Plymouth County.
Precautionary/preparedness actions...
A Wind Advisory is issued when sustained winds are forecast to be
31 to 39 mph or gusts will range between 46 and 57 mph. Winds
this strong are capable of Downing small tree limbs and
branches... possibly causing isolated power outages. Driving can
also be difficult... especially for high profile vehicles.
